Pro Bono for EU Engagement

Pro Publico connected the Open Government Partnership (OGP) with Covington & Burling’s Public Policy Practice in Brussels. Covington’s advice focused on enhancing OGP’s engagement with the EU, aligning with OGP’s mission of advancing transparency, accountability and public participation in governance.

Why EU Engagement Matters

The EU is a powerful force in global governance, setting standards that impact millions. However, international organisations like OGP that work towards transparency and good governance, can benefit from expert insight into the EU’s intricacies and strategic ways to engage with EU institutions. Effective engagement can amplify their voice, enabling these organisations to better shape policies for the public good. That’s why OGP sought specialized pro bono support to navigate this complex landscape.

About the Open Government Partnership

OGP works globally to empower citizens and ensure governments are open, transparent, and accountable. With over 70 member countries, OGP drives reform and fosters collaboration between governments and civil society to make governments more open and responsive to citizens’ needs. For their EU-focused initiatives, OGP was looking for policy and stakeholder mapping research in order to create a strategy to engage effectively with EU institutions.

Covington & Burling: Expertise in EU Policy

The Brussels office of Covington & Burling, a leading global law firm, is well-regarded for its in-depth expertise in EU public policy. That is why Covington’s pro bono lawyer Stanislaw Kuźmierkiewicz brought together a team comprised of some of the best specialists in town like Pauline Agius, Matthieu Coget, Atli Stannard and Bart Szewczyk. Having extensive experience in helping clients navigate complex EU regulatory landscapes, their knowledge made them an ideal strategic advisor to guide OGP in this matter.

Pro Bono Strategy Development for OGP

This dedicated team offered OGP insights into EU engagement, focusing on relationship-building with EU officials and key stakeholders. To provide actionable guidance, Covington employed a structured approach, conducting a dozen interviews with officials from the European Commission and OGP’s partner organizations. This process provided Covington with a nuanced understanding of OGP’s work and reputation, leading to targeted recommendations.

Strategic Insights and Next Steps for OGP

Through Covington’s pro bono support, OGP gained valuable perspectives on EU priorities and different approaches for structuring their engagement. With the help of this input, OGP developed an EU engagement strategy with priorities fitting the purpose and resources of the organisation.

Carina Paju, Senior Regional Coordinator at OGP, noted, “we are glad for the insights we received into EU priorities and ways of thinking, as well as options for structuring our EU work going forward.” Equal satisfaction was expressed by the members of Covington’s team, with associate Matthieu Coget emphasizing that “to sustain a balanced democracy, it is essential to encourage more pro bono work by corporate lawyers for NGOs.

A STUDY TO STOP FOOD WASTE

Category : impact story

Legal Support for Food Donation Policy

Food waste is a significant issue in the EU, with millions of tons of edible food discarded annually. In an effort to address this, Pro Publico connected Wageningen University student Diane Smits with legal experts from Reed Smith to help transform her academic thesis on food donations into a practical policy proposal. The goal? To enhance the EU’s legal framework, creating stronger incentives for businesses to donate surplus food rather than waste it.

Tackling Food Waste Through Legal Reform

As a master’s student at Wageningen University, Diane’s research focused on how the EU’s legal framework could be improved to encourage food donations. However, translating academic research into actionable policy required expert legal guidance. To bridge this gap, Diane reached out to Pro Publico, which specializes in connecting social innovators with pro bono legal support to turn impactful ideas into real-world change.

Pro Publico’s Role in Facilitating the Collaboration

Pro Publico is dedicated to empowering NGOs, researchers and social innovators by connecting them with pro bono legal expertise. In this case, Pro Publico matched Diane with Reed Smith, a leading international law firm with extensive expertise in EU law. This partnership was critical to refining Diane’s thesis into a policy paper with a proven legal basis.

Reed Smith’s Legal Support: A Collaborative Approach

Reed Smith dedicated to this project a pro bono team led by senior associate Jesse De Bruyn and junior associate Anna Golouchko, and supervised by partner Wim Vandenberghe. They provided fresh legal insights, ensuring recommendations were both practical and legally feasible. The team worked with Diane to draft a position paper and conduct a feasibility study, making sure her ideas could realistically influence EU legislative reform.

The collaboration began with Diane presenting a detailed presentation that outlined her thesis and the broader food waste issue within the EU legal context. The Reed Smith team then offered feedback, highlighting areas where her recommendations could be strengthened and where potential legal challenges might arise. Their expertise helped narrow down her academic research into a set of focused, actionable recommendations.

Final Deliverables and Impact

With Reed Smith’s support, Diane’s position paper and feasibility study became valuable tools for policymakers. These deliverables not only ensured her proposals were legally sound but also aligned with the practical needs of legislative stakeholders. Diane now plans to strategically promote the position paper to relevant actors within the EU, with the ultimate goal of influencing policies that will reduce food waste across Europe.

Reflections on the Collaboration

Reflecting on the experience, Diane shared, “The Reed Smith team became an extension of my own capabilities. Their insights ensured my proposals were not only practical but legally viable.” Despite initial challenges, the collaboration exceeded expectations, providing Diane with the expertise she needed to make a real impact. The team at Reed Smith also appreciated the collaboration. “Diane was always well-prepared, and her feedback helped refine our approach. It was a rewarding intellectual exchange,” the team shared.

How Pro Publico Made It Happen

Pro Publico’s matchmaking service played a crucial role in making this project possible. By connecting Diane with the right experts and offering ongoing support, Pro Publico helped ensure her research didn’t go to waste but instead became a driving force for policy change in the fight against food waste.

ADDRESSING ONLINE MISINFORMATION

Pro Bono to support Science Feedback navigate the Digital Services Act

The rise of digital platforms has amplified the reach of information—and misinformation. As a non-profit focused on combating online misinformation, Science Feedback recognizes the importance of understanding and leveraging the European Union’s Digital Services Act (DSA).

This legislation stands to reshape the digital ecosystem, making it essential for organisations like Science Feedback to stay informed on new opportunities and obligations. Science Feedback turned to pro bono support to help navigate the complex DSA framework, finding guidance through the generous assistance of Crowell & Moring LLP.

Beneficiary Background: Science Feedback’s Mission

Science Feedback, an organisation committed to improving the quality of information on digital platforms, seeks to elevate reliable content and counteract misinformation across major social networks. Their mission requires them to stay informed on the latest regulatory frameworks that influence online content regulation, such as the DSA. Knowing the potential of the DSA to support their mission, Science Feedback sought professional legal guidance to explore the legislation’s specific provisions, especially those related to codes of conduct and redress mechanisms.

Pro Bono Support Sought: Understanding the Digital Services Act

The Digital Services Act is a landmark regulatory initiative in Europe aimed at creating a safer, fairer digital space. For Science Feedback, the DSA’s implications for digital platform governance represented both an opportunity and a challenge. They therefore reached out seeking a partner who could, on a pro bono publico basis, clarify the legal aspects of the DSA that most impacted their operations.

Crowell & Moring LLP: A Trusted Partner

Crowell & Moring LLP, an esteemed international law firm known for its commitment to public interest work, stepped forward to support Science Feedback. Associates Florence Nieuwbourg and Vogt Sander took the lead in researching key aspects of the DSA under the supervision of Brussels Partner Sari Depreeuw. Florence found Science Feedback’s commitment to responsible information management inspiring, and described her experience noting that “working with Science Feedback was an absolute pleasure”.

The team conducted in-depth legal analysis tailored to Science Feedback’s needs, developing a developed a memorandum covering the intricacies of the DSA, focusing on its codes of conduct and available redress mechanisms. This analysis was designed to help Science Feedback determine whether to prepare internally ahead of the DSA’s Article 21 activation, which governs how platforms address online misinformation.

Crowell & Moring’s findings provided the necessary insight to help Science Feedback decide on a course of action. After reviewing the legal recommendations, Science Feedback opted to adopt a gradual approach: rather than dedicating significant resources upfront, they will test the DSA’s provisions on a smaller scale once they take effect. This approach allows Science Feedback to adapt their compliance efforts in line with the evolving regulatory landscape.

Impact: Empowering Science Feedback with Strategic Insights

The expert advice from Crowell & Moring directly influenced Science Feedback’s 2024 strategic planning, providing clarity on how best to align with the DSA without unnecessary upfront investment. Science Feedback’s representative, Bastien Carniel, shared their gratitude: “We’re very grateful for the assistance provided by Pro Publico in finding Crowell & Moring, and for the work carried out by Sari and Sander.”

Through this collaboration, Science Feedback gained invaluable insights and actionable guidance, equipping them to adapt their strategy for maximum impact. Crowell & Moring’s commitment to this project demonstrates how pro bono support can enable civil society organisations to engage confidently with complex legal frameworks that might otherwise be out of reach.

Reflecting on the Success of the Collaboration

Both the provider and beneficiary found the collaboration fulfilling, reflecting the importance of matchmaking in establishing successful pro bono relationships. Florence Nieuwbourg described the experience as a meaningful way for junior lawyers to apply their research skills, interact with clients, and contribute to public interest. Carniel appreciated the smooth matching process and noted that Pro Publico’s facilitation allowed Science Feedback to gain critical insights without financial strain.

CHANGE THROUGH PRO BONO

Pro Publico to Democratize Access to Justice

Pro Publico ASBL is a Brussels-based nonprofit organization dedicated to connecting civil society with top-tier law firms and public affairs consultancies providing their expertise pro bono publico. The organization aims to democratize access to justice and advocacy, enabling nonprofits and social impact organizations to achieve transformative change.

Recently, Pro Publico’s co-founders Francesco Zatelli and Daria Sartori required legal support to formalize their mission, marking a unique moment where the matchmakers themselves became the beneficiaries.

The Need for Pro Bono Legal Support

As Pro Publico grew into a pan-European clearinghouse, it was needed to establish the organization as a Belgian non-profit association. This required detailed legal guidance on the Belgian non-profit models, drafting articles of association and navigating the complex registration process with the Belgian Court for Enterprises.

Recognizing the importance of expert legal assistance, the renowned global law firm Dentons stepped forward to support the cause through its Brussels office: their Europe Director for Pro Bono – Atanas Politov, and Europe Pro Bono Coordinator – Joanna Khatib, led the effort to connect Pro Publico with their experienced Brussels-based team led by partner Laurens Engelen with the support of associate Aurore Ancion and junior associate Martijn Segers.

Dentons: Excellence in Pro Bono Legal Services

Dentons is recognized worldwide for its commitment to pro bono legal work, ensuring that vital social impact initiatives receive top-tier legal assistance. The Brussels team approached this case with the same dedication and expertise as they would for their most prestigious clients, providing step-by-step guidance throughout the process.

How the Support Unfolded

The Dentons team began by explaining the intricacies of the Belgian non-profit legal framework, explaining the alternative AISBL and ASBL models so that Pro Publico’s co-founders understood the different implications and requirements. They meticulously advised on drafting the organization’s articles of association to align with its mission and values. Finally, they assisted with the formal registration of Pro Publico as a non-profit association with the Belgian Court for Enterprises, successfully completing the legal establishment of the organization.

Francesco Zatelli shared his thoughts on the experience: “We were delighted with the exceptional service provided by Dentons’ dedicated team of lawyers as they assisted us in every aspect of formally establishing our activities as a clearinghouse in Brussels. The legal advice we received was free of charge although of the highest quality.”

How Pro Bono Made a Difference

Thanks to the support of Dentons’ Brussels team, Pro Publico is now officially established as a Belgian ASBL. This milestone enables the organization to continue its matchmaking services, connecting even more civil society groups with pro bono legal and public affairs experts.

Francesco remarked on the broader significance of the support: “This project went beyond our expectations. As someone who has facilitated pro bono partnerships for years, it was incredible to experience this service firsthand as Dentons made us feel first-class clients and competently accompanied us every step of the way. ”

A Heartfelt Thanks to Dentons

Pro Publico extends its deepest gratitude to Dentons, its pro bono leadership and their incredible Brussels team for their support and dedication. Their exceptional pro bono service has not only helped us formally establish our organization but has also empowered us to continue our mission of creating opportunities for others to drive societal change. Thank you for being an essential part of our journey!

ENHANCING SOCIAL JUSTICE

Category : impact story

Pro Bono Support for Social Inclusion:

We take pride in connecting impactful civil society organizations with professionals offering their expertise pro bono publico. One of our successes was matching the Fédération des Centres Sociaux et Socioculturels de France (FCSF) with Athenora Consulting, a Brussels-based lobbying agency led by Natacha Clarac, to advance FCSF’s policy reform efforts. This collaboration contributed to a transformative cause: fostering social justice and inclusion across Europe.

The Cause: Empowering Marginalized Communities

FCSF’s Erasmus+ project IFS Fostering Social Justice” (2021-2024) addresses critical issues such as migrant integration, active citizenship and social inclusion. Spanning 11 countries, this initiative enhances European cooperation and strengthens the capacity of professionals and educators in non-formal adult education. By empowering communities with fewer opportunities, FCSF aims to drive systemic change through advocacy, mutual learning, and capacity-building.

The Need for Pro Bono Expertise

As the project neared its conclusion, FCSF sought professional assistance to amplify its message and organize its final policy event at the European Parliament in Brussels. They required help with:

  • Reviewing and refining key documents, such as their policy manifesto.
  • Strategizing outreach to Members of the European Parliament (MEPs).
  • Organizing and maximizing the impact of their culminating event.

The Matchmaking Process

When Sophie Michelena, a representative of FCSF, reached out to our free matchmaking service she hoped to find a partner who could help elevate their efforts. Despite initial challenges, we identified a perfect match in Athenora Consulting, a renowned lobbying firm known for its expertise in European policy advocacy and social justice initiatives.

Athenora Consulting’s Expertise

Led by Natacha Clarac, Athenora Consulting brought invaluable insights to the table. With their strong reputation in public affairs, the team offered pro bono support to FCSF, including:

  • Policy Document Review: Refining FCSF’s manifesto, ensuring its language was clear, impactful, and aligned with EU policymakers’ expectations.
  • Event Planning & Strategy: Providing advice on organizing their Brussels event, from logistical planning to messaging.
  • Advocacy Support: Distributing the manifesto to MEPs and helping FCSF connect with influential stakeholders.

The Results: A Stronger Voice for Social Justice

The collaboration exceeded expectations, enabling FCSF to achieve their goals effectively. With Athenora’s guidance, FCSF successfully:

  • Published a polished manifesto advocating for migrant integration and active citizenship, which is now publicly available on the IFS website.
  • Hosted a high-impact event at the European Parliament, uniting MEPs and civil society leaders around social justice themes. Learn more about the event.

Reflecting on the collaboration, Sophie Michelena shared: “This collaboration met our expectations and often went beyond. Natacha’s team rephrased critical sections of our paper, distributed the manifesto to MEPs, and helped us organize a memorable final event. They engaged professionally and often responded at short notice.”

The Role of Matchmaking

FCSF also praised our matchmaking service: “The matchmaking was perfect! At first, you said you couldn’t find us a match, but two months later, you delivered! We are so grateful for the incredible support and professionalism throughout this process.”

LANGUAGE STATUTORY UPDATES

Pro Bono to validate Official Translations

Pro Publico partnered with Reed Smith’s Brussels office to provide ADRA Europe—the Adventist Development and Relief Agency’s European branch—with vital pro bono legal support. This assistance allowed ADRA to refine and validate its statutes in English, ensuring their operations comply with Belgian law and enhancing their legal foundation for ongoing humanitarian work. ADRA Europe, headquartered in Belgium, coordinates the efforts of 30 ADRA stations across Europe. Together, they work to deliver emergency aid, healthcare, education, and sustainable development to communities most in need.

About ADRA Europe

ADRA is an international religious nonprofit committed to disaster relief and development, with 120 offices worldwide and a European office based in Belgium. Its mission centres on delivering education, improving livelihoods, and advancing health in underserved communities while providing critical disaster response. Recently, ADRA Europe’s efforts included a major response to the 2023 Türkiye earthquake. These programs, grounded in social justice and community empowerment, aim to foster sustainable change by enabling individuals and communities to break cycles of poverty.

Need for a Language Check

To strengthen their operations in compliance with Belgian law, ADRA sought legal expertise to review and refine their statutes in English. This review aimed to ensure accurate legal language and clarity, as their team lacked native English speakers which could assure the legal standing of the translation from French. The support would bolster their compliance and operational standards across their European offices.

The Pro Bono Provider: Reed Smith LLP

Thanks to the coordination of associate pro bono manager Charles Sauvage, the Brussels’ office of the global law firm Reed Smith LLP took on the case with senior associate Isabel Fressynet under the supervision of partner Isabelle Rahman. The firm’s legal expertise, particularly in reviewing and structuring foundational documents, was essential to helping ADRA achieve its goals.

Delivering Pro Bono Expertise

Reed Smith’s team engaged ADRA Europe with an initial meeting to assess their needs thoroughly. Throughout the process, they meticulously examined ADRA’s statutes, focusing on accurate legal translation and terminology to ensure compliance with Belgian legal requirements. The collaboration involved drafting and fine-tuning the documents to align with statutory obligations and improve organisational clarity.

The Outcome: Clear, Compliant Statutes for ADRA Europe

Following Reed Smith’s review, ADRA Europe now has a properly translated and legally compliant set of statutes both in French and English. These updated statutes empower ADRA’s leadership with a sound legal foundation, supporting their critical mission of providing humanitarian aid and advocacy across Europe. Currently, ADRA is in the publication phase of their statutes, a necessary step for legal adherence in Belgium.

Feedback and Impact

ADRA Europe expressed great satisfaction with the pro bono assistance provided by Reed Smith; Jackie Mubedi Ngalula, representing ADRA Europe, shared her appreciation: “The meeting and the detailed questions from Reed Smith made for a clear understanding of our request, on which the lawyers worked with meticulousness and the result speaks for itself. We wholeheartedly recommend this pro bono matchmaking service.”

AISBL or ASBL?

Considering the establishment of a Nonprofit Association in Belgium

Pro Publico connected a network of young leaders in Brussels with the legal expertise of Dentons’ Partner Laurens Engelen to explore their options for establishing a nonprofit entity in Belgium.

The Cause: Empowering Youth-Led Change Through Legal Structure

A group of young leaders connected in an informal network considered to formalise their legal status in Belgium to gain a formal structure, and therefore access to tax exemptions and potential funding sources, together with an increased credibility while ensuring their volunteer-based ethos was upheld. To meet this need, this network required legal guidance to determine if establishing a nonprofit was indeed the necessary fit for their Brussels-based activities.

An Informal Network of Volunteers with A Decade of Impact

For over a decade this group of young volunteers has been able to renew itself while actively engaging in projects focused on mental health, empowerment of underprivileged categories and sustainability. With a large group of dedicated volunteers originary from all around the world, they organise initiatives connecting young leaders with policymakers and industry experts.

Dentons: A Partner for Pro Bono Publico Legal Support

Pro Publico matched them with Laurens Engelen from Dentons, a well-respected international law firm known for its commitment to social causes. Engelen provided pro bono guidance, addressing the group’s questions about ASBL and AISBL statuses, nonprofit responsibilities and the benefits of international recognition. Through an informative meeting and follow-up explanations, he clarified that while an ASBL might streamline operations, an AISBL could offer enhanced international standing which might be an important consideration for their network’s cross-border impact.

Results: Informed Decision-Making for Future Growth

Ultimately, the guidance provided by Dentons helped the group make an informed decision about their legal pathway and while their conclusion was that establishing a formal structure is not needed at this point, they now have a deeper understanding of their options when formalisation might be actually needed.

Through Pro Publico’s matchmaking and Dentons’ expertise, this informal network gained insights that will shape their future endeavours as they continue empowering youth and impacting Brussels and beyond.

WORLD JUSTICE PROJECT

Category : impact story

Pro Bono for the Rule of Law

Pro Publico facilitated a collaboration between the World Justice Project (WJP) and top-tier law firms to support the creation of an index on rule of law and governance: this partnership is driving data collection that will inform both EU and global assessments of governance, enabling stakeholders to strengthen justice systems and transparency efforts.

Strengthening Rule of Law Through Data-Driven Insights

The rule of law is fundamental to upholding justice and good governance. To identify areas for improvement, the WJP created the global WJP Rule of Law Index 15 years ago, and now it is launching a major new initiative: World Justice Project EUROVOICES. These projects assess the strengths and weaknesses of justice systems, governance and public accountability across 142 countries worldwide and, now, 110 subnational regions of all 27 EU Member States. By mapping a wide variety of rule of law indicators, WJP aims to equip policymakers, civil society and the public with a clearer understanding of how to strengthen democratic values and safeguard the rule of law.

WJP: Promoting Justice and Accountability Worldwide

The World Justice Project is an independent, multidisciplinary nonprofit organisation dedicated to advancing the rule of law globally. Through extensive research, WJP builds an evidence base that highlights the critical role of law and governance in society. The organisation’s work informs decision-makers, supports reforms and ultimately aims to create a world where justice and accountability are upheld for everyone. For these projects, WJP sought to gather qualified respondents for data collection in EU regions and globally.

Pro Bono Support for Impactful Data Collection

Recognizing the need for well-educated insights from practitioners on the ground, Pro Publico connected WJP with a series of international law firms which have distinguished themselves for their commitment to public service and excellence in legal practice. These firms responded by supporting the participation of their legal practitioners into the WJP initiative gathering valuable insights from professionals in specific fields across EU Member States and beyond.

Data Collection for the EU and Global Projects

In the EU, WJP developed subnational indicators to assess justice, governance and rule of law within 110 regions across 27 Member States. Data collection gathered responses from legal professionals who regularly engage with justice systems. Their insights span civil, criminal and governance topics. Globally, WJP’s Rule of Law Index also depends on the participation of practitioners and academics in diverse legal fields across 142 countries, aiming to identify trends and areas for improvement in public accountability and judicial efficacy.

Impact of Pro Bono Support on the Rule of Law Index

Through this collaboration, the law firms have amplified WJP’s ability to gather data that will strengthen the rule of law. Their outreach to networks of EU-based and global legal professionals has made it possible for WJP to achieve a broad geographic reach. This support is enabling WJP to collect reliable, people-centred indicators that will serve as a valuable resource for policymakers, aid organisations, CSOs and media worldwide. The WJP’s data is already a cornerstone in rule of law assessments used by institutions like the World Bank, Transparency International and numerous national governments.

As WJP’s Marta Basystiuk noted, “The pro bono support from these law firms has been invaluable, allowing us to collect the comprehensive data needed to make real, evidence-based recommendations for the future of justice in Europe and globally.”

For civil society organisations seeking support for high-impact projects, Pro Publico offers unparalleled matchmaking services. Contact us today to explore how we can connect your organisation with top-tier legal professionals committed to pro bono service.

Since 2021, the Rule 39 Initiative has provided pro bono legal interventions to prevent imminent harm in cases of human rights abuses. In 2024, the Initiative entered its fourth year with significant updates: it is now hosted by the newly established nonprofit Pro Iura and supported by nine top-tier law firms. To address these changes, the Initiative needed to revise its Memorandum of Understanding (MOU) with the participating law firms.

Why Pro Bono Assistance Was Needed

Updating the MOU was essential for the Initiative to reflect its expanded structure and secure long-term support from its partners. However, crafting a legally precise and bespoke document required expertise beyond the Initiative’s in-house capabilities. Recognising this need, we were glad to match their request with Dentons’ office in Glasgow, ensuring access to top-tier legal assistance on a pro bono basis.

Dentons: a Leading force for Good

Dentons is a global law firm renowned for its commitment to pro bono work and global legal excellence. Their pro bono manager in London, lawyer Jamie Garside, facilitated the connection with his colleague Claire Gregory, Dentons’ experienced in-house legal counsel whose dedication and legal acumen made her the ideal partner for this project, delivering the same high standards provided to Dentons’ fee-paying clients.

How Dentons Delivered the Advice

Claire Gregory worked closely with Daria Sartori and Muriel Vicquery from the Rule 39 Initiative to revise the MOU. She carefully adapted the document to accommodate the Initiative’s new structure under the new hosting organisation and the expanded network of nine law firms. The final deliverable was a legally sound and tailored agreement that ensured the Initiative’s smooth operations.

Feedback on the Assistance Received

The updated MOU enables the Rule 39 Initiative to continue its vital work in protecting human rights. Muriel Vicquery expressed satisfaction with the legal advice received on a pro bono basis: “This collaboration fully met our expectations as Claire was exceptionally helpful, professional and punctual. Moreover the free matchmaking was invaluable: it was tailored to our needs and enabled us to promptly secure the help required to advance our Rule 39 Initiative.”

Feedback from the lawyer

On her side Claire was keen to add: ”It was a pleasure to work with Daria Sartori and Muriel Vicquery on this piece of work.  Daria and Muriel provided clear instructions and together we adapted the MOU to best suit the needs of the Rule 39 Initiative and the new structure.  It was very rewarding to be part of such a worthwhile cause.  As a Lawyer, I feel it is important to recognise that success doesn’t always need to be judged by winning or monetary gain.  A Lawyer can change lives through pro bono by giving their time to those with little or no access to legal services and/or justice.”

THE ANTICANCER FUND

Category : impact story

A Mission to Improve Pharma Legislation

Pro Publico connected the Anticancer Fund with legal powerhouse Crowell & Moring LLP which offered pro bono advice on suggested amendments to the draft text as proposed by the EC to the EU’s pharmaceutical legislation to promote equitable access to cancer treatments.

Addressing Legislative Gaps in Pharma Regulation

The EU’s “Pharma Package” is a critical reform aimed at improving the affordability, accessibility and innovation of medicines across Europe. Within this framework, Article 48 of the Regulation is a hotly debated provision with significant implications for cancer research and drug accessibility. For organizations like the Anticancer Fund, ensuring patient-centric amendments is vital.

The Anticancer Fund, an independent not-for-profit organization focused on cancer research and advocacy, dedicates its work to improving patient outcomes by ensuring access to effective and affordable treatments. To influence EU policy on this complex issue, the Anticancer Fund seeked legal analysis of the legislative text.

Legal Pro Bono support

The Anticancer Fund received support from the Brussels office of the global law firm Crowell & Moring, which brought their legal and strategic expertise to the table on a pro bono publico basis to help them craft a compelling case for legislative change.

It was in particular associate Wietse Vanpouke under the supervision of partner Kristof Roox who provided insight on the intricate legislative text. They offered a meticulous legal analysis of Article 48, breaking down its implications for patient access and innovation in cancer care; they also helped the Anticancer Fund draft precise amendment language to reflect their policy recommendations.

A Stronger Voice in the Legislative Debate

With the deliverables provided by Crowell & Moring, the Anticancer Fund was helped to articulate its policy recommendations more effectively as their legal analysis provided clarity and credibility to their amendment suggestions.

“The lawyers at Crowell & Moring were incredibly responsive and fully engaged,” said the Anticancer Fund. “In particular associate Wietse Vanpouke made us feel like a real client from day one, and in the end delivered exactly what we needed: his posture in providing assistance as well as its outcome were highly appreciated.”

Looking Ahead

During the past years, the Anticancer Fund has been involved in advocacy mainly to put non-commercial drug repurposing on the European dashboard – since this approach can lead to more affordable treatment options for cancer patients. They have been quite successful thus far, and they see the current revision of the EU pharmaceutical legislation as a unique opportunity to adapt the system in order to make it patient-centred instead of drug-centred.

They provided input to the public consultation but would like to see if more can be done specifically on Art. 48 of the Commission’s proposal for a revision of Regulation 726/2004/EC laying down Union procedures for the authorisation and supervision of medicinal products for human use and Establishing a European Medicines Agency, and Directive 2001/83/EC on the Community code relating to medicinal products for human use.

More Support Needed

The Anticancer Fund has already liaised with members of the EU Commission and Parliament, but now the file is at Council level and they would appreciate further help to understand what else to do to bring their message to the attention of those sitting at the table discussing the Pharma Package.

THE CLIMATE STREAMERS’ JOURNEY

Category : impact story

Building a Sustainable Future with Pro Bono Legal Support

Addressing climate change and fostering sustainable initiatives require unwavering commitment – and sometimes, expert legal guidance. Climate Streamers Foundation, a nonprofit advocating for climate justice and sustainable change, found itself in need of specialised legal support to strengthen its foundation. Financial constraints, however, made professional services challenging to access.

Through Pro Publico’s matchmaking service, the Climate Streamers connected with the Amsterdam team of a major international law firm, who offered critical pro bono assistance. This report covers the foundation’s journey, from securing necessary compliance and tax advice to achieving ANBI status, highlighting the powerful impact of pro bono legal support on climate-focused initiatives.

Advancing Climate Advocacy with Pro Bono Legal Support

Climate Streamers Foundation’s mission is clear: to inspire climate awareness and action across sectors and communities. Founded by Alexandra Jahnke and Isabella Forchini, the organisation aims to unite individuals and organisations for sustainable development and climate justice. However, starting and structuring a nonprofit presents specific legal and administrative challenges that can be difficult for small organisations to tackle alone. To address these needs, Climate Streamers sought pro bono legal support to ensure a solid foundation for their activities.

Lawyers Step Up as Pro Bono Partners

Climate Streamers was connected with the Amsterdam office of a top-tier law firm, which put together an amazing team of lawyers with a deep commitment to social impact who offered compliance, tax and employment law that equipped the Climate Streamers to move forward confidently.

The collaboration included critical steps:

    1. Compliance and Structural Organization: The team at DLA Piper assisted in refining Climate Streamers’ organisational documents to enhance structural integrity and transparency.
    2. Tax and Financial Guidance: Guidance through the ANBI (Public Benefit Organization) status application process in the Netherlands was a key focus, helping the foundation achieve a significant milestone for nonprofit operations.
    3. Employment Law: DLA Piper provided essential advice regarding employment regulations, ensuring that Climate Streamers was prepared for future team expansions.

Pro Bono Legal Support for Nonprofits: A Path to Growth and Impact

With ANBI status secured, Climate Streamers now benefit from greater legitimacy, enabling more effective fundraising and donor relations. This legal milestone positions the organisation to expand its efforts, helping amplify its mission to inspire and implement climate-conscious initiatives.

Reflecting on the value of the collaboration, Isabella shared, “Our collaboration with the lawyers exceeded our expectations. While financial limitations initially made it challenging to establish a solid foundation, this pro bono partnership has allowed us to overcome obstacles and advance our mission.”

The lawyers too found fulfilment in this collaboration. They acknowledged how contributing their expertise toward a sustainable future aligns with their commitment to meaningful social impact. The team’s active engagement allowed Climate Streamers to feel supported and valued, just like any paying client would.

In the words of cofounder Isabella “the counsellors’ expertise and dedication perfectly met our needs, and their lawyers and staff offered invaluable support whenever we sought clarification.”

This support facilitated a productive partnership, enabling Climate Streamers to access specialised guidance they could not otherwise afford. As once again Isabella commented, “The matchmaking process was efficient, and the support we received has given us the tools to advance our work. We hope more organisations can benefit from these valuable connections.”

Pro bono legal support is transformative for nonprofits tackling critical issues like climate change. To learn more about how Pro Publico connects organisations with professional assistance, subscribe to our newsletter or reach out to explore how we can support your organisation’s mission.

RARE DISEASE ADVOCACY

Category : impact story

Pro Bono for Alpha-1

When advocating for those with rare genetic conditions, it often takes more than dedication; it requires the right legal support. The Alpha-1 Europe Alliance, a new nonprofit advocating for patients with Alpha-1 Antitrypsin Deficiency, received essential pro bono legal assistance in forming its structure. This collaboration showcases how expert guidance can empower advocacy groups, allowing them to maximise their impact.

Thanks to Pro Publico’s matchmaking, Alpha-1 Europe found expert partners in Crowell & Moring LLP, whose team provided guidance through complex legal processes. This report covers the case’s progress, outcomes, and reflections from both the provider and beneficiary on this impactful pro bono journey.

Addressing a Rare Disease: The Alpha-1 Europe Alliance Mission

Alpha-1 Antitrypsin Deficiency (AATD) is a rare genetic condition that affects lung and liver function, often with severe consequences. In response, leaders of national Alpha-1 patient organisations decided to create a Europe-wide platform dedicated to improving the lives of those affected. They aimed to unite patient advocacy efforts, raising awareness, and ensuring better resources for patients across Europe.

With this mission in mind, Alpha-1 Europe Alliance reached out for legal assistance to establish a formal structure and launch their operations effectively in Belgium. Limited resources, however, meant the organisation needed pro bono help to get started.

Pro Bono Legal Assistance from Crowell & Moring

Crowell & Moring stepped up as the pro bono provider, with a team led by Associate Yilmaz Sakine and continued by Associate Camille Degrave, under Partner Frederik Van Remoortel’s supervision. Crowell & Moring’s commitment to providing tailored, patient advocacy-aligned support was integral to the project’s success.

The law firm’s legal assistance covered essential steps:

  • 1) Structure Selection and Formation: the team helped Alpha-1 Europe determine the best nonprofit structure for a European alliance and assisted with the necessary documents to form a Belgian ASBL.
  • 2) Statutes and Legal Documentation: the lawyers developed statutes in both English and French, ensuring legal accuracy and accessibility across jurisdictions.
  • 3) Registration and Compliance: the team guided Alpha-1 through Belgian registration procedures, including the UBO register, finalising the alliance’s official status.

“We had the privilege of assisting a remarkable group dedicated to a noble cause: supporting patients across Europe with a rare disease. Witnessing the positive outcomes of our support amplifies our sense of purpose as legal professionals,” shared Camille Degrave of Crowell & Moring.

Building Capacity Through Pro Bono Legal Support

This collaborative effort enabled Alpha-1 Europe Alliance to formalise its advocacy, raising its visibility and capacity to support affected individuals. Now officially registered, the alliance can broaden its advocacy efforts, pursue funding, and engage stakeholders at a European level, advancing the cause of Alpha-1 Antitrypsin Deficiency awareness.

Dr. Frank Willersinn of Alpha-1 Europe Alliance expressed gratitude for the pro bono support, saying, “The assistance from Crowell & Moring went above and beyond. We could not have had a better experience – their team understood our mission, connected us with essential resources, and provided expertise with unmatched dedication.”

The Power of Pro Bono Partnerships for Social Good

Pro Publico’s matchmaking service, bringing together Crowell & Moring and Alpha-1 Europe, played a crucial role in setting up the project. This connection allowed Alpha-1 Europe to access the legal expertise necessary to launch their platform and gain legal footing as a European nonprofit. According to Dr. Willersinn, “The matchmaking timeline was efficient, and Pro Publico’s facilitation made everything seamless. We’ll certainly return for future services and hope more associations benefit from Pro Publico’s valuable connections.”

EU AI ACT

Category : impact story

Revolutionising AI Regulation for a Responsible Future

The EU AI Act redefines artificial intelligence regulation. As the world’s first comprehensive AI law, this groundbreaking legislation has the potential to reshape how AI operates across sectors. But it also brings complex challenges in governance and enforcement. Addressing these challenges is essential to ensuring AI aligns with fundamental human values and operates safely.

Aiming to meet this complexity head-on, The Future Society (TFS), a nonprofit with roots in the US and Europe, initiated a project to explore how the future EU-level enforcement body could oversee the AI Act’s implementation. They collaborated with legal experts to tackle these intricate questions and offer valuable insights.

Why Effective AI Regulation Matters

As AI technology continues its rapid expansion, the need for responsible governance grows. The EU AI Act aims to establish a framework that ensures AI systems are not only secure but also ethically aligned. However, making this a reality requires more than just legislation; it calls for robust enforcement mechanisms. This is where thoughtful design of an EU-level enforcement body becomes critical.

Shaping AI Governance: Insights from Experts

To ensure effective oversight, TFS brought together top professionals from De Brauw Blackstone Westbroek, Steptoe and Fragomen, Del Rey, Bernsen & Loewy. These experts contributed their deep knowledge of EU law, regulatory processes, and enforcement structures, all on a pro bono basis. Through this collaboration, TFS gained valuable insights into how a governance body could efficiently implement the AI Act and ensure compliance.

Their approach included expert interviews, which provided a nuanced understanding of how to establish a legitimate, efficient, and coherent body that can enforce the AI Act’s provisions. This collaboration revealed practical strategies to enhance the Act’s effectiveness across member states.

Key Insights for Effective AI Governance

The project resulted in a comprehensive roadmap for creating an EU-level body focused on AI regulation. Among the insights, Andreas Häuselmann (De Brauw Blackstone Westbroek) emphasised the value of practitioners’ experience: “It is crucial that practitioners share their experiences to make laws that work in practice.”

Anne-Gabrielle Haie (Steptoe) shared how the project broadened her understanding of the AI Act’s scope: “This collaboration made me reflect on aspects of the AI Act I hadn’t considered before,” she noted.

Similarly, Sarah Blackmore (Fragomen) highlighted the need to integrate AI technology thoughtfully while managing risks, particularly in fields like immigration and knowledge management. “As AI expands across industries, it’s essential for practitioners to find ways to balance innovation with necessary limitations.”

A Path Forward: Revolutionising AI Regulation

As TFS and their partners presented their findings to EU stakeholders, they highlighted that these insights are essential for the AI Act to achieve its goals. An effective enforcement body could safeguard AI’s ethical deployment across sectors, strengthening public trust and aligning with fundamental values.

 GLOBAL HEALTH SECURITY

Category : impact story

Animal Health and Pandemic Prevention

The next pandemic could emerge at any time, underscoring the urgent need for preventive measures that address the root causes. Over 75% of new human infectious diseases originate in animals, yet global underinvestment in animal health systems has led to critical shortages in veterinary professionals, medications, and disease surveillance. This escalating risk makes animal health a crucial focus for pandemic prevention. With pro bono support from DLA Piper, the Action for Animal Health coalition is pushing for stronger animal health measures in the new WHO Pandemic prevention, preparedness and response accord emphasising the need for legal provisions that address this underestimated area of public health.

The Link Between Animal Health and Pandemics

The COVID-19 pandemic revealed the potentially catastrophic impact of zoonotic diseases – those transmitted from animals to humans – on global health and economies. Despite this, animal health systems remain under-resourced, with inadequate funding for essential services like veterinary training, disease surveillance, and vaccination programs. Strengthening these systems is essential to mitigating the risk of future pandemics.

Advocating for Proactive Measures in the WHO Pandemic Treaty

Currently, WHO member states are negotiating a global treaty focused on pandemic preparedness. Action for Animal Health, a coalition comprising NGOs, research institutions, and other experts, advocates for proactive measures to prevent pandemics before they start. They urge governments to invest in animal health systems, calling for expanded resources in veterinary care, access to animal medications, disease monitoring, and vaccination programs — all vital for safeguarding human health and preventing disease spillover.

Legal Expertise for Pandemic Prevention

Recognizing the importance of legal input, Action for Animal Health sought pro bono assistance to enhance their recommendations to the WHO. The global law firm DLA Piper answered this call, dedicating time and expertise to ensure that these recommendations were legally sound and strategically framed. Terezie Vondraskova, an associate at DLA Piper, applied her experience in legal drafting to adapt the coalition’s recommendations into clear, actionable language for WHO negotiators. This collaborative approach helped frame the legal aspects of pandemic prevention, contributing to the treaty discussions.

“We need an effective mechanism for preventing pandemics and disease spillovers at the international level. It’s been inspiring to contribute to this project, and I’m eager to continue pro bono work,” said Terezie Vondraskova of DLA Piper.

Impact of Pro Bono Support on Global Health Advocacy

The legal support provided by DLA Piper enabled Action for Animal Health to refine and submit their recommendations to the WHO’s permanent representatives, negotiators, and key multilateral organisations, such as WHO, the UN’s Food and Agriculture Organization, the World Organization for Animal Health, and the UN Environment Programme. Equipped with these insights, the coalition is well-prepared to advocate for a stronger focus on animal health, staying involved as negotiations progress.

A Unified Effort Towards Pandemic PreventioN

This pro bono collaboration highlights the importance of comprehensive pandemic prevention strategies that include animal health. Strengthened animal health systems offer a path to global health security, one that could prevent future pandemics and promote sustainable development.

CSOs FOR CHANGE

Influencing Public Policy for Animal Welfare

Public policy processes are often complex and challenging, particularly within national jurisdictions. For civil society organisations focused on animal welfare, these complications can limit their ability to influence legislative outcomes. However, through a pro bono collaboration with a leading international law firm, Eurogroup for Animals successfully navigated these barriers. This partnership provided crucial training to ten founders and directors of Romanian NGOs focused on animal and environmental welfare, equipping them with tools to actively engage in Romania’s legislative process and enhance animal welfare advocacy.

Supporting Animal Welfare in Europe

Eurogroup for Animals, an influential advocate for animal rights across Europe, collaborates with an extensive network of NGOs to drive legal reforms that elevate animal welfare standards. Their mission involves creating societal change that ensures better treatment of animals through informed and strategic legislative advocacy. As part of this work, they recognized a need for training that would enable local leaders in Romania’s animal welfare sector to effectively engage in public policy processes.

Pro Bono Workshop on Legislative Advocacy

To address this need, we facilitated a collaboration between Eurogroup for Animals and a top international law firm with a significant presence in Romania. The firm’s Bucharest office conducted a pro bono workshop specifically for ten NGO founders and directors. This training session covered the Romanian legislative process in detail, with a focus on practical methods for NGOs to contribute their expertise, voice their perspectives, and potentially influence legislative decisions.

Ellen Greve (Eurogroup for Animals) emphasised the importance of this collaboration, stating, “We are very grateful for the invaluable support of the lawyers who worked on this case. This collaboration has significantly bolstered our capacity to advocate for animal welfare in Romania, marking them as much-needed allies in our mission.”

Advancing Advocacy Capacity for Animal Welfare

The knowledge gained from this workshop provided participants with concrete insights and actionable strategies to engage with policy and legal frameworks more effectively. This strengthened their capacity for advocacy, empowering them to push for positive legislative change and build momentum toward improved animal welfare practices within Romania and across Europe.

Building a Movement for Legislative Change

This pro bono collaboration not only expanded participants’ understanding of Romania’s legislative process but also reinforced their dedication to creating meaningful, lasting change for animal welfare. With this training, these NGO leaders are better positioned to influence public policy and make a significant impact on animal welfare standards across Europe.

WASTE-MGT FUNDS FOR LEBANON

Category : impact story

Can you clean waste management funds?

In the midst of Lebanon’s persistent waste management crisis, a powerful collaboration is driving actual change: the Reform Initiative For Transparent Economies (RITE), dedicated to monitoring internationally funded public projects in Lebanon. They have received  valuable assistance through our free matchmaking service.

RITE was born as a spontaneous initiative bringing together investigative journalists, entrepreneurs and researchers to understand why the waste sector in Lebanon is in permanent crisis despite receiving substantial international funding, including from the EUs: in its first report, RITE focused on 16 EU-supported waste management facilities, a project that started in 2005 for which the EU has already invested over €30 million. Through a complex work of investigative journalism, RITE completed a thorough report with fact-based recommendations that provide funders with tighter project controls and better risk mitigation. Because of such activity, RITE requested strategic and legal assistance to bridge their work with the EU agenda on Lebanon.

We connected RITE with Cédric Grolleau, a legal expert with considerable experience and knowledge of the European legislative mechanisms, making him the best fit for such a case. He conducted a multi-fold work / a multifaceted work / he undertook diverse types of actions to assist RITE and, together they embarked on a mission to enhance transparency and accountability. The pro bono assistance provided by Mr. Grolleau spanned from regulatory navigation to Freedom of Information Requests, helping to maximise the impact of RITE’s report within the EU institutions.

Results were very tangible: RITE’s meticulously crafted report caught the eye of international media, sparking OpEds and TV interviews even on mainstream Arabic channels like AlHadath. The pinnacle of success came when the EU Parliament embraced RITE’s recommendations, embedding them in this summer’s crucial resolution on Lebanon.

This result inspires hope for much better outcomes for the EU funding intended for the Lebanese people: “the pro bono legal support received by Mr Grolleau, with the help of Pro Publico, was crucial in enhancing our findings to improve founding outcomes for their intended beneficiaries, while and protecting budgets and reputations of funders like the European Union.” – Mona Deeley, RITE UK.

Building on its investigation and 2022/2023 report, RITE will now be widening the scope of its best practice recommendations through consultations with Lebanon’s key funders, encouraging the implementation of such measures. It will also continue to monitor a select number of projects to ensure best practice is truly applied on the ground.

WASTE FOOD NO MORE

Category : impact story

Reducing food waste through policy making and digital tools

Public affairs experts at FIPRA volunteered their strategic advice to Generation Climate Europe, the main youth-led coalition network targeting climate and environmental issues.

Food waste accounts for about 5% of EU greenhouse gas emissions associated with the EU’s overall food consumption footprint. Halving food waste is a political priority in Europe and is linked to SDG 12.3 of the UN’s Sustainable Development Goals, which calls for the reduction of food loss and waste in production and supply by 2030. Climate Generation Europe’s project is aiming to develop a campaign on food waste for 2023 and advocate for stronger policies facilitating the use of digital tools and practices to limit the amount of food waste and food loss generated worldwide.

As part of its new strategy for 2023, Climate Generation Europe decided to focus its attention on food waste policy advocacy. Their main aim was to raise awareness to encourage and facilitate the use of tools and practices to limit the amount of food waste and food loss generated worldwide. In particular, the use of digital tools to combat food issues, to advocate for stronger policies to encourage the use of digital tools such as food waste apps like Too Good To Go.

Guiding the Policy Process

Laura Mazzei, account manager at FIPRA, delivered an introductory session with an overview of the EU and Global policy developments in synergy with the topic of food waste prevention and reduction targets.

“Once we better framed the Strategy plan, we suggested ways to raise visibility on the topic of food waste in partnership with EU institutions (i.e. EU Green Week, EU Citizens panel on food waste, European Parliament Resolution on food security) and communications. We also supported Climate Generation Europe by providing feedback and ideas for other media articles aimed to raise awareness on the issue.”  (Laura Mazzei, account manager at FIPRA)

 Meaningful initiative

The issue of reducing food waste is very close to each one of us. By reducing food waste, we can improve food security and eventually optimise our resources and energy consumption.

“I encourage making time in our personal life to give back to the society we live in. TGL is a meaningful initiative that brings stakeholders together to contribute to key societal challenges, using a bottom-up approach and effective tools for a higher purpose,” said Laura Mazzei.

Once the strategy was finalised with the aid of FIPRA, Climate Generation Europe’s team continued with the shaping of their project concerning the food waste policy advocacy based on the provided advice from the FIPRA representative.

On the part of Climate Generation Europe, Maria Silvia, and Harry Dalton highlight their experience with the service and advice on the Pro Bono basis “The pro bono assistance proved to be quick and efficient, and we were supported throughout the process of getting in contact with the partner in a really short timeframe which helped us in finalising our aims of the project.” (Maria Silvia Romanin and Harry Dalton, project co-leads on food  at Generation Climate Europe)

THE LITTLE FOREST INITIATIVE

Category : impact story

Preserving Europe’s Insect Populations and Saving Ecosystems

Bee populations across Europe are in steep decline, threatening ecosystems and agriculture alike. In fact, 80% of the world’s plants depend on insect pollinators like bees to reproduce.  To address this growing crisis, Beeazy, a charitable initiative based in Poland, sought the expertise of public affairs professionals through Pro Publico’s clearinghouse, aiming to protect grasslands and insect populations.

Empowering Advocates for Insect Conservation

Beeazy’s mission is to restore insect populations by raising awareness among landowners and policymakers about the importance of grasslands. They are particularly focused on limiting over-mowing through their Little Forest Initiative, which calls for more sustainable land management practices. One of their key objectives is to secure binding EU regulations that better protect these critical ecosystems.

To navigate the complex EU policy landscape, Beeazy requested pro bono assistance, and we matched them with experts from FIPRA International whose Green Transition Practice specialises in advising organisations on regulatory processes, making them the ideal partner for Beeazy’s advocacy efforts.

Navigating EU Policy for Pollinator Protection

FIPRA’s Ana Londoño Botero and Eliot Goarant provided in-depth training on EU advocacy processes, offering valuable insights into how Beeazy could engage with key policymakers. They also helped Beeazy track two significant policy milestones related to pollinator protection:

  1. 1) the revised EU Pollinator Initiative, which seeks to reverse the decline of wild pollinators through an integrated approach; and
  2. 2) the European Citizen’s ‘Save the Bees’ Initiative, which garnered over one million signatures in support of better bee conservation.

Thanks to FIPRA’s guidance, Beeazy was better equipped to understand and engage with EU policy structures. As Beeazy’s founder, Władysław Kastory, noted, “The assistance provided through Pro Bono Europe was incredibly helpful. FIPRA’s expertise allowed us to build a strategy and transfer that knowledge to our team, who were previously unfamiliar with EU lobbying processes.”

Crafting a Persuasive Advocacy Narrative

With FIPRA’s support, Beeazy developed a compelling advocacy narrative, which was used in an open letter to Members of the European Parliament. This narrative was further reinforced in media articles designed to raise public awareness about the urgent need to protect pollinators and grasslands.

FIPRA’s collaboration also prompted Beeazy to rethink its broader advocacy strategy, enabling the organisation to better prepare for future policy activities.

Reflecting on the experience, Eliot Goarant of FIPRA said, “We highly recommend that public affairs professionals make time for pro bono work. Not only is it deeply rewarding to support purpose-driven organisations like Beeazy, but you also gain new perspectives and knowledge in the process.
